Legacy - How Will It Be Delivered?

London's five host boroughs (Greenwich, Hackney, Newham, Tower Hamlets, and Waltham Forest) have come together to create a Strategic Regeneration Framework (SRF). Their goal is to ensure that within 20 years the communities hosting the 2012 Olympic and Paralympic Games will have the same social and economic chances as their neighbors across London. This is often called the principle of "Convergence".There is a significant gap between the social outcomes in the host boroughs and the rest of London. The leadership of the 5 boroughs, along with Government and the Mayor of London, are determined to use the Olympics to permanently change this situation for their residents.

64.2% of the population are employed in the host boroughs area compared with 70.4% in London, meaning 77,000 fewer people are in employment.
The percentage of households who live in overcrowded conditions is between 18% and 38% in the 5 host boroughs. The London average is under 7%.
17% of adults in the host boroughs have no qualifications, compare to 11.6% in London.
An extra 15 people per 100,000 of the population die prematurely in the host boroughs than in London overall.

To secure the SRF vision, by 2015 he host boroughs and their partners need to ensure:
          - 120,000 more residents are in jobs
          - 99,000 fewer residents have no qualifications at all
          - Approximately 21,000 fewer children are living in poverty
          - 1,800 more children achieve 5 A*-C GCSEs, including Maths and English
          - 25,000 more adults will do weekly physical activity
          - 44,000 fewer people are effected by reports burglaries

In addition the Olypic Park Legacy Company which will own and run what will be known as the Queen Elizaeth Olympic Park from  2013 onwards is working with local residents and The Big Opportunity to listen to the ideas and concerns of wider civil society.  Leglisation is pending to create a Mayorla Development Corporation controlled by the Greater London Authority which  will be the strategic body in charge of overall policy on the Park.

For more information on the work of the OPLC  and deatails of forthcoming consultation events visit http://www.legacycompany.co.uk/  The OPLC are now working on the second version of the Legacy Master Plan Framework.  This includes a greater number of 3-5 bedroom properties for families and greater provsion of work units  and employment opportunities near housing than the first version which was produced in in 2009.
